Power without a sunset is just another bureaucracy.
CEPRA must be strong enough to investigate and coordinate — and constrained enough that it cannot become unaccountable. Authority without review is how institutions fail the people they were built to protect.
Four safeguards

Annual public reporting
Mandatory public reports on case volume, clearance, funding use, platform compliance actions, and survivor-services outcomes — in plain language, on a fixed calendar.

Independent Inspector General
An Inspector General with full audit and investigative authority over CEPRA operations, independent of the Authority’s leadership.

Biennial Congressional review with sunset
Structured reauthorization every two years. No automatic permanence. Congress must affirmatively renew the mandate.

Survivor advisory council
A formal survivor advisory council with a statutory role in standards, reporting priorities, and care protocols — not a ceremonial panel.
