I write to urge immediate legislative action to close the loopholes and jurisdiction gaps that leave American children exposed to sexual exploitation.
I support the establishment of a Child Exploitation Prevention and Response Authority (CEPRA) with a unified investigative mandate; no less than $1 billion in dedicated annual funding; real-time multi-agency data sharing; removal of Section 230 immunity for platforms that knowingly host or fail to report child sexual exploitation material; foster-care trafficking protections; and a federal survivor-care standard.
The studies exist. The children cannot wait another cycle.
